Terms of Service

Mobilize ("the Service") is operated by StationWorks ("we", "us") and provided to fire service agencies and the regional coordinating bodies they answer to, for managing apparatus, personnel, rotations, and mobilizations. By signing in, you agree to these terms.

1. Eligibility and access

The Service is invite-only. Accounts are provisioned by an agency administrator or by a regional coordinator; signing in is only successful for users already on the roster. Access can be revoked at any time by your agency, by a regional coordinator, or by us.

2. Your account

You are responsible for activity on your account. Sign-in is via a work-email magic link or a federated provider (Microsoft / Google); we do not store passwords. Do not share sign-in links, and notify your agency administrator if you suspect unauthorized access.

You may use the Service only for legitimate fire-service coordination. You agree not to:

4. Text messaging (SMS)

Mobilize sends operational text messages — mobilization requests, Ready/Set/Go pages, availability requests you answer YES/NO, and status updates — to fire-service personnel who opt in during onboarding. Consent is collected in-app via a checkbox that is unchecked by default and confirmed with a one-time verification code sent to your number; no operational messages are sent until verification succeeds.

Mobile numbers and SMS opt-in consent are never shared with third parties or affiliates for marketing or promotional purposes; see the Privacy Policy.

5. Records and audit log

The Service maintains an append-only audit record of meaningful actions (sign-ins, page notifications, replies, status changes, signatures). These records support reimbursement, after-action review, and dispute resolution, and may be retained as public records by the operating agencies. You acknowledge that your interactions with the Service are logged for these purposes.

6. Public records

Records held in the Service on behalf of a public agency may be subject to disclosure under applicable public-records or freedom-of-information laws (for example, Washington's Public Records Act, RCW 42.56). Per-field redaction tags are applied at the data layer to support disclosure-bundle generation, but the agency that owns the record is the records custodian and decides on disclosure.

7. Your data

StationWorks maintains a Data Portability Charter committing to ongoing export availability in open machine- and human-readable formats (CSV, JSON, PDF), audit-chain integrity verification, a post-cancellation grace period, and shutdown notice. The commitments in that charter are binding terms of this agreement and may only be made stronger, never weaker, without 60 days' notice. The general update process in §12 below does not apply to changes that weaken the charter, or that materially reduce a user's rights under it — those go through the 60-day notice mechanism defined in the charter itself.

8. Service availability

The Service is provided on an as-is, best-effort basis. We do not guarantee uninterrupted availability. Do not rely on the Service as the sole means of dispatch or life-safety communication; standard radio and 911 channels remain authoritative.

9. Disclaimer of warranties

The Service is provided "as is" without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, and non-infringement. We do not warrant that the Service will be error-free or meet any specific operational requirement.

10. Limitation of liability

To the maximum extent permitted by law, StationWorks will not be liable for indirect, incidental, consequential, or punitive damages, or for lost profits or data, arising out of or related to use of the Service.

11. Termination

We may suspend or terminate access at any time, with or without notice, for violations of these terms or for operational reasons. On termination, the audit record and any records held on behalf of an operating agency are retained per the agency's retention schedule and applicable law.

12. Changes

We may update these terms. Material changes will be communicated through the Service or by email to your agency administrator. Continued use after a change constitutes acceptance.

13. Governing law

These terms are governed by the laws of the State of Washington, without regard to conflict-of-laws rules.
